About the Role:
EMI Advisors is seeking a Technical Project Manager (TPM) to manage delivery on government and commercial contracts. There are three key objectives to the TPM role: Project Management, SME, and Business Development. The TPM will provide SME-level analysis while leading cross-functional teams with senior guidance and supervision, as appropriate, to develop high-quality deliverables that further our client’s mission and goals. In addition, the TPM will focus on business development efforts to bring new sales and business development opportunities to senior leadership based on current engagements on projects.

Key Responsibilities:
Manage day-to-day delivery work for government and commercial contract projects, with support from senior colleagues, subject matter experts, operations team, and analysts.
Ensure project deliverables are in scope, accurate, within schedule, and on budget, but adjusting as needed.
Manage client expectations, earn their respect, and build trust and confidence through proactive project management and responsive client service to maintain and grow client relationships.
Develop and manage project planning and execution activities, including roadmaps, work or implementation plans, staffing and level of effort plans, budgets, timelines, and progress reporting.
Oversee the development of high-quality, client-ready deliverables by coordinating team collaboration, reviewing, or facilitating a review process, editing, and conducting quality assurance checks.
Identify, compile, and advise on areas of risk; raise issues early and escalate as appropriate.
Evaluate, identify, and initiate improvements and enhancements to make projects more lean, transparent, or oriented to deliver value.
Supply monthly status to the client in a clear, concise, and understandable format to any member of the client team.
Work closely with the operations team to manage project financials and ensure contract compliance.
Provide SME-level analysis on each contract as a billable expert ensuring accuracy with keen attention to detail.
Support the requirements of the contract as an individual contributor on the team while supervising and mentoring other project team members.
Deliver thought leadership to allow for continuous improvement and innovation in process, technique, and implementation.
Operate to meet immediate goals of customer interactions while representing the opinions and suggestions of the customer back to EMI for feedback and potential BD opportunities.
Support the team in the transformation of raw data into actionable business insights by configuring and implementing analytics and data visualization solutions.
Knowledge of descriptive, predictive, and prescriptive analytics and/or deterministic and stochastic modeling with programming skills: SQL, Python, or R.
Contribute to business development including successful execution of all phases of government and commercial capture efforts.
Measure project performance promoting the value of our services, identifying opportunities to upsell and areas for improvement.
Discover new opportunities based on relationships within current meetings paying close attention to customer pain points.
Required Qualifications:
Bachelor’s degree in Computer Science, IT, Engineering, Cognitive Science, or a related field.
3+ years of experience in cloud-based application design, deployment, and maintenance.
Strong front-end and back-end development skills.
Proficiency with Azure, AWS, or similar cloud platforms.
Proven experience with high availability architectures (load balancing, fault-tolerance, infrastructure as code).
Experience working in an agile environment.
Passion for digital innovation and digital transformation.
Exceptional communication skills with a talent for synthesizing complex concepts into clear, actionable insights.
U.S. Citizenship or ability to obtain a U.S. security clearance.
Preferred Qualifications:
Master’s degree in Cognitive Science, Human-Computer Interaction, Computer Science, Design, Engineering or a related field (or equivalent experience).
PMP or equivalent certification.
Experience managing, mentoring, or supervising direct reports.
