EMI Advisors, Book Zurman, and Digital HIE Awarded GSA OASIS+ Small Business Contract in Management and Advisory Domain
Washington, DC; Thursday, April 24, 2025 — A consortium of health innovation leaders—EMI Advisors, LLC, Book Zurman, Inc., and Digital HIE, Inc.—has been awarded a coveted GSA OASIS+ Small Business contract in the Management and Advisory domain. This award marks a significant milestone in their collective mission to support digital transformation and data-driven strategy across the federal government.
The OASIS+ (One Acquisition Solution for Integrated Services) contract is a highly competitive, Best-in-Class (BIC), government-wide acquisition vehicle designed to streamline the procurement of professional services. Through this award, the team will provide expert guidance in organizational improvement, policy and strategy development, program evaluation, stakeholder engagement, and digital transformation across federal health and human service programs.

This achievement is the result of a longstanding collaboration between three women- and veteran-led firms recognized for their collective contributions to public sector innovation, health IT, and interoperability.
